Project title: Local Support to the Most Vulnerable Refugees UNFPA – United Nations Population Fund
INTRODUCTION
NGO Atina is implementing project “Local Support to the Most Vulnerable Refugees” with a support of UNFPA – United Nations Population Fund. Overall objective of the project is to advance position of the most vulnerable refugees (victims of human trafficking and other forms of gender-based violence) in five communities mostly affected by the refugee crisis: Belgrade, Bujanovac, Presevo, Sid and Subotica. For the purposes of the project it is necessary to obtain data on the number and types of gender-based violence within the refugee population, as well as the recommendation on what needs to be further improved within the system and in what way.
SCOPE OF WORK
Data collector for research on GBV among refugees in Serbia will actively gather information based on developed methodology for research and larger scale research methodology. The main objective of this research is to generate more information about violence against the women within refuge population as a foundation of more adequate models of protection. Data collector for research on GBV among refugees in Serbia should provide better insight into the perception of violence refugee women from different countries suffer; major problems they are facing within the refugee camps; level of information about supportive mechanisms and their willingness / obstacles to react and fight against the violence. In order to achieve this, aim the Data collector for research on GBV among refugees in Serbia should conduct specific activities:
- Participate in consultations with Expert in designing the research methodology and conducting research analysis (consultations regarding using designed instruments, questionnaires, in depth interview guidance, preparation of researchers, mapping of all centres and camp, contacting them for approval, field work preparation about GBV among refugees in Serbia)
- Conduct field research, collect data and provide reports about GBV among refugees in Serbia (conducting in depth interview, using instruments and questioners at the field (Asylum and Transit Centre trough all Serbia), gathering all collected data from them and sharing with expert for research synthesis analysis)
- Participate in development of final report research analysis about GBV among refugees in Serbia (compiling all gathered information and providing assistance in development the final report of research analysis)OBLIGATIONS AND RESPONSIBILITIES OF THE Data collector for research on GBV among refugees in Serbia ARE TO:
- Making a synergy between of phenomenon of gender-based violence and human trafficking toward refugee women
- Become familiar with the cultural background of refugee women
- Participate in consultations with Expert in designing the research methodology and conducting research analysis - consultations regarding using designed instruments, questionnaires, in depth interview guidance, preparation of researchers, mapping of all centres and camp, contacting them for approval, field work preparation about GBV among refugees in Serbia
- Conduct field research and provide reports about GBV among refugees in Serbia - conducting in depth interview, using instruments and questioners at the field (Asylum and Transit Centre trough all Serbia), gathering all collected data from them
- Attend and participate in coordination research meetings
- Participate in development of final report research analysis about GBV among refugees in Serbia - compiling all gathered information and providing assistance in development the final report of research analysis
- Establish contacts with different actors (social protection) in order to gather valuable information about refugee woman and girls;
- meetings with project manager and staff of NGO Atina
These activities are to last three months and should finish by 31st May 2017.

BUDGET:
NGO Atina will negotiate number of days of engagement with the selected consultant on the basis of the financial offer (gross amount) that will classify the following:

The total cost should cover all preparatory work regarding the job description, communication costs between Project team, consultants and organizations (e-mail, telephone, fax, mail).
BIDDING PROCEDURE
Interested consultant should develop and submit the bidding proposal in English language to respond to above mentioned specific tasks no later than 2nd March, 2017. The bidding proposal should include:
1. Description and contact details of the expert applying;
2. A clear description of the methodological approach
3. A detailed Budget Proposal (in the required form);
4. CV of expert involved emphasizing only relevant experience;
5. Past performance in similar areas of a consultant applying, with reference of previous contracting agencies.
SELECTION CRITERIA
Project team will make a decision on the selection of the most successful bidder, subject to the available budget, on the following four criteria:
- University degree in the relevant field;
- A minimum of 3 years of relevant experience;
- Experience of the candidate in performing similar projects or programs;
- An example of previous work as a reference of previous experience is desirable.
DEADLINE FOR SUBMISSION OF BID
All bids need to be submitted no later than 2nd March 2017 at 17:00h in electronic version, to the email marija.cvejic@atina.org.rs. A selection will be made no later than 3rd March, 2017 and the selected consultant will be contracted no later than 3rd March, 2017.
